Governor Appoints Belisle, Angelis to SBE

Governor Arnold Schwarzenegger recently announced two appointments to California's State Board of Education (SBE).

Raneene  (Rae) Belisle, who has been the president and chief executive officer for EdVoice since 2008, was appointed to the SBE.  During 2007-2008, she was a special assistant to the Director of Finance.  From 2004 to 2007, Belisle served as the General Counsel for the Sacramento County Office of Education. Previously she served as Executive Director of the California State Board of Education; Associate General Counsel and Government Relations Team Leader for the Los Angeles Unified School District; Chief Counsel to California’s State Board of Education, and Senior Consultant to the California State Assembly Committee on Higher Education.  Prior to joining state service with the Legislative Counsel Bureau, Belisle practiced for several years with a local law firm specializing in business litigation.

As the Chief Counsel to the State Board of Education, Belisle successfully defended the constitutionality of charter schools and the Standardized Testing and Reporting Program (STAR) test.  Most recently, she was involved in the settlement of the Williams litigation.  Belisle has served as California’s representative to the national rulemaking panel that developed the federal regulations for assessment and accountability provisions of NCLB.

In addition to her role at EdVoice, Belisle has been serving as the Chair of the Advisory Commission on Charter Schools.

Belisle graduated with distinction from McGeorge School of Law and earned a Bachelor of Arts degree in Economics from the University of California, Davis.

The 53-year-old Belisle lives in Mount Aukum (El Dorado County). Politically, she is registered as decline to state.  Belisle moves into the SBE seat that had been held by Don Fisher of San Francisco, whose term expired in January.

Sophia Angelis, 17, was appointed as a student representative to the SBE. Angelis is from Lake Arrowhead in Southern California, where she is an honors student in her senior year at Rim of the World High School.  Angelis has worked as a math tutor for bilingual students, and has been active in school clubs.

Both appointments require Senate confirmation.
